Yes, that's algae!
Algae can cause damage to surfaces if left untreated. Many types of siding are manufactured with grooves that emulate wood grain for esthetics. While this makes for a nicer design that plain smooth surfaces, it it a breading ground for airborne contaminants. Once algae starts to grow in these cracks and crevice's, it just spreads and spreads. This needs to be handled and in the correct manner.
